Evaluation reports are either openly accessible via pdf download, or accessible via MSF's internal Sharepoint, which is mainly due to the sensitive nature of the operational contexts and resulting content. However, there are ongoing discussions about making all evaluation reports publicly searchable. Since early 2004 OCA has been implementing in Chechnya a DOTS Tuberculosis program through “remote control” using TB facilities and staff of the Republican Ministry of Health TB Program. This DOTS TB program has been successful in its implementation, its phased expansion and its treatment outcome (persistent high success rates with low death, defaulter and failure rates).

The evaluation analysed MSF intervention strategies of the TB project in the Penal sector of Kyrgyzstan by reviewing relevance, effectiveness and continuity. It assessed current challenges and shortcomings of the intervention in order to recommend new techniques and approaches for the year 2011 and beyond.

In recent years, MSF has recognized the need to improve its handover process and outcomes. It is no longer satisfactory for the organization to enter a country, put in place a program and leave without taking some accountability for what remains after MSF’s departure. It is in this spirit that I accepted to come to Lesotho to evaluate a handover tool that was implemented here during the initial phase of the handover.
