Evaluation reports are either openly accessible via pdf download, or accessible via MSF's internal Sharepoint, which is mainly due to the sensitive nature of the operational contexts and resulting content. However, there are ongoing discussions about making all evaluation reports publicly searchable. The Intersectional Philippines MSF Typhoon Haiyan Emergency Response review was requested by the Executive Committee of MSF. It was designed to examine the operational choices of each Operational Centre, the perceived cost disparity, the role of the MSF regional offices in the emergency and the external perception regarding MSF’s added value in the response. The review took place during August and November 2014. Overall the response by MSF to Typhoon Haiyan was well perceived by all involved.

This evaluation finds project performance to be highly satisfactory and identifies some critical obstacles relating to the continuity of care. The capacity of the local partners to continue with the implementation of the strategic framework for the fight against HIV/ Aids and TB when MSF departs is severely compromised. The report urges MSF to place more emphasis on identifying a feasible partner for handover before engaging as a leader in such contexts.

This evaluation of the MSF OCB Maputo HIV/Aids Project aims to provide a comprehensive overview of the implementation phases of the MoH handover and related consequences to the continuity of patient care, and with the added objective to make clear recommendations towards improvements and replicability of the handover ‘tool’ itself.
