The objective of this lessons learnt exercise was to assess the advantages and disadvantages of the UNITAID grant governance and management model for project achievements in terms of medical (and related) outcomes, strategic decisions, the potential for collaboration between multiple MSF entities and to leverage the learnings for replication in future projects. The exercise showed that the project directly delivered a new, more effective, simpler and much cheaper treatment to patients across seven countries.

This publication was produced at the request of MSF OCG, under the management of the Vienna Evaluation Unit. It was prepared independently by Hugues Juillerat, Sharon McClenaghan and Glenn O’Neil of TRAASS International.

MSF has received UNITAID grants since 2013. For several financial, operational and opportunistic reasons, the opportunity and adequacy of receiving funds from UNITAID was questioned by the MSF medical and operational directors. In October 2014 the MedOp platform took a decision not to seek any further UNITAID funding for a one-year period-ending in October 2015.

This evaluation was conducted by Nicole Henze on behalf of the Stockholm Evaluation Unit of MSF. Finalised in November 2015. This publication was produced at the request of MSF MedOp, under the management of the Stockholm Evaluation Unit. It was prepared independently by Nicole Henze.

The example of Shishelweni demonstrates that in the context of high prevalence of HIV/TB infections and limited resources available decentralisation of HIV and TB care from regional and district hospitals to primary health care clinics and community level is the way to improve access, coverage, effectiveness and efficiency of service delivery. It also improves satisfaction and acceptance of health service providers, direct beneficiaries and the wider community.

Towards the end of 2006/ early 2007, MSF-OCB opened a primary health care project in Chhattisgarh, India, part of the Red Corridor within which a low-intensity conflict is taking place between Maoists and Government. The situation remains volatile with potential for the project to remain operational for some years. Within this context, and given no history of previous evaluations, a decision was taken to assess the relevance and impact of the project, as well as the appropriateness of operational strategies in relation to these, including the potential for phase out.

French report. MSF restarted the activities of the General Reference Hospital in Man in 2003 in order to deliver primary and secondary health care. As well as providing medcidines and medical/surgical material, MSF also provided medical, para-medical, and HR staff to support the hospital. A therapeutic nutrition centre was also opened. MSF also managed 2 other regional hospitals. This evaluation examined the effectiveness and appropriateness of the services provided by MSF.

This operational evaluation, requested by the Emergency Department of MSFOCB, concerns only the emergency response in Aceh in the first three months (from 26th Dec 2004). The report illustrates MSF intervention strategy, a description of implemented activities and draws lessons learned from the confronted challenges.

This evaluation is an end of project cycle evaluation. The main purposes, as with all evaluations in MSF-H, are learning and accountability. While the project was initiated with a three year time line, certain activities may continue for the coming two years. The conclusions and results of this evaluation will be used as a guide for future medical programming.

The evaluation focuses on how MSF responded to new insights documented in lessons learned and trip reports. The purpose of this is to inform a discussion of how to proceed with mental health in Indonesia, which will be formalised in the country policy.
