This document describes the Lessons identified during the emergency phase of the MSF Sweden (MSFSE) response to the November 2013 Philippines Disaster. It summarises the successes and challenges encountered during the process, lists the important learning themes arising from these successes and challenges, and includes a set of lessons derived from an analysis of these learning themes.

The MSF Sweden Innovation Unit (SIU) aims to promote innovations that help save lives and alleviate suffering, and to develop a culture of innovation within MSF. Since its initial creation in 2012, the SIU has gone  through a rapid period of development. It has been transformed from a project into a separate unit with activities having become more structured and professional, and the number of innovation initiatives and projects increasing along with the unit size.

The objective of this lessons learnt exercise was to assess the advantages and disadvantages of the UNITAID grant governance and management model for project achievements in terms of medical (and related) outcomes, strategic decisions, the potential for collaboration between multiple MSF entities and to leverage the learnings for replication in future projects. The exercise showed that the project directly delivered a new, more effective, simpler and much cheaper treatment to patients across seven countries.

This evaluation was commissioned with the objective to enhance future operational performance by means of lessons learned from the intervention in Hajjah Governorate from 30 March to October 2017 in order to reduce morbidity and mortality caused by cholera outbreaks in similarly complex settings. Evaluation findings showed that the intervention contributed to reduce morbidity, mortality and human suffering, even though data collection was chaotic in the beginning.

In 2015 MSF-OCB launched a review to assess the perception, by the field teams, of an increased organisational “bureaucratic” burden. The review spanned three phases, from problem identification, to an in depth field study, to a final phase of webinars to improve the coverage and overall accuracy of the findings. The review process culminated in 2 missions agreeing to pilot a new monitoring and reporting system based on the principles coming out of the review, starting asap.

Integration of HIV/TB services is one of the priorities for the MSF movement since 2010 and in particular for OCBA that started hand over of the so-called vertical programs in the same year. This process has finished for the total of 16 vertical HIV programs of MSF-OCBA started since 2005. Integration aims to provide access to HIV/TB care to all populations in need in locations where MSF has implemented regular projects, regardless of the HIV prevalence in places such as CAR (started in 2008), South Sudan (2011) and Niger (2014).

Therefore, the Operational Centre Geneva (OCG) initiated an intervention in Honduras in 2010 and a project in Nuevo Laredo, Mexico in January 2014. The current evaluation aims to determine the pertinence, appropriateness, effectiveness and impact of the OCG projects in Honduras and Mexico in responding to identified needs.

The evaluation looks at the process for managing MSF-OCP's construction/rehabilitation projects since 2012. The main problems identified are not related to the process itself, but the way it is put into application. The main users pointed out the long delays (periods of indicision) as being the biggest difficulty, followed by budget/cost issues (cost/m² estimates) , and the quality of constructions (techniques, materials, etc). One of the root causes of delays relates to unclear/incomplete definition of roles and responsibilities = actions to take.
