Some evaluation reports are public and can be downloaded from this website, while others are restricted to MSF users and can only be accessed via Tukul. This limitation is mainly due to the sensitive nature of the operational contexts and the resulting content. However, there are internal discussions about making all evaluation reports publicly searchable. If you are an MSF association member, reports are made available on various associate platforms such as www.insideOCB.com.

The evaluation aims to assess the strategies put in place in order to provide further recommendations for implementation of the project in Guinea. The report details four key recommendations, aimed at improving access to HIV care for people living with HIV (PLHIV) in CTA Matam and at the peripheral health structures supported by MSF.

After 10 years in Zinder, the MSF mission is preparing for a successful handover of the project to the national authorities. Most of the work has been completed, and MSF can be proud of its accomplishments in Zinder. However, MSF still needs to ‘run the last mile’ in order to close its cycle in Zinder and to leave its nutritional involvement completely to the national authorities. The current evaluation was a follow-up on the initial capitalisation report done in 2014 and was initiated to assess the future of this handover.

During the 2014-2015 Ebola virus disease outbreak in West Africa, MSF built a number of Ebola Treatment Centres (ETCs). MSF set up centres in the three countries at different moments and with different MSF Operational Sections, which resulted in a heterogenic collection of solutions. This review was conducted jointly for all MSF operational centers (OCs). It was commissioned by OCA and was conducted as part of the OCB Ebola review.

This publication was produced at the request of MSF OCA coordinated within a broader review on OCB's response to the Ebola emergency, under the management of the Stockholm Evaluation Unit. It was prepared independently by Veronica Sanchez Carrera.

The MSF-OCG handover process of the nutritional programme in Zinder was evaluated with the objective to assess best practices, challenges and lessons learnt of the handover/integration process of the Zinder CRENI to the hospital, with the main purpose to improve handover processes in such contexts as well as decision-making in future projects. The evaluation has confirmed the pertinence of MSF in Zinder since 2005 and has contributed to the reduction of the infant mortality rate.

This evaluation finds project performance to be highly satisfactory and identifies some critical obstacles relating to the continuity of care. The capacity of the local partners to continue with the implementation of the strategic framework for the fight against HIV/ Aids and TB when MSF departs is severely compromised. The report urges MSF to place more emphasis on identifying a feasible partner for handover before engaging as a leader in such contexts.
