This review was commissioned by the International Board of MSF to reflect on the lessons learned for Movement governance from the early months of the MSF response to the recent Ebola crisis in West Africa. It focuses on the first six months of the Ebola outbreak (from April to September 2014), and on Movement governance issues only. The findings are based on analysis of relevant records, minutes of platform meetings, and interviews with a cross-section of the key people involved in Movement governance during this period.

The review aimed to capture learnings from this difficult exit process in South Sudan and provides an overview of the root causes identified. Some external factors are linked to the context and the position of the authorities and they must be considered as hard to influence. The internal lessons identified can be addressed by OCB. The two key areas are the communication and working relation with South Sudanese staff and use of the (existing) know-how in OCB in regards to exiting a project.

The Intersectional Philippines MSF Typhoon Haiyan Emergency Response review was requested by the Executive Committee of MSF. It was designed to examine the operational choices of each Operational Centre, the perceived cost disparity, the role of the MSF regional offices in the emergency and the external perception regarding MSF's added value in the response. The review took place during August and November 2014. Overall the response by MSF to Typhoon Haiyan was well perceived by all involved.

Following the restart of armed fights in South Sudan in December 2013, MSF-OCG responded to the influx of displaced and the consequent health-related needs in Minkaman village. Main findings show that after an initial delay of 6 days between the alert and conducting the first assessment, a timely response has been launched for the displaced persons, with OCG taking the lead on water supply and health care. The top ten priority package was applied with shortcomings particularly in terms of the initial assessment.

In February 2011, four MSF staff members acquired Lassa Fever in the MSF-run hospital, GRC (2 of whom died). This led OCB to propose an evaluation of the related events occurring in January-March, in order to learn lessons and possibly adjust internal procedures or processes. A qualitative evaluation was carried out through interviews and document-review.

Given the health needs, the relevance of MSF-OCP intervention in Yida refugee camp (60 000) makes no doubts. Analyses highlight reasons for the delay in scaling up the project in emergency phase, April to August 2012 : if at the end, efficacy/efficiency of operations were ensured, lessosn must be drawn from this intervention. Omitting to set up a surveillance system and refusing to engage in non-medical activities constituted strategic failures.

MSF-OCG has been working in South Sudan since 1997; in the area of Abyei since 2006. Due to context changes, MSF had to adapt its medical strategy significantly over the years. This evaluation of project relevance and effectiveness aimed at informing the future strategy. It used a comprehensive cross-sector approach (multidisciplinary) with direct participation of the MSF actors involved in the Agok project at all levels.

Integration of HIV/TB services is one of the priorities for the MSF movement since 2010 and in particular for OCBA that started hand over of the so-called vertical programs in the same year. This process has finished for the total of 16 vertical HIV programs of MSF-OCBA started since 2005. Integration aims to provide access to HIV/TB care to all populations in need in locations where MSF has implemented regular projects, regardless of the HIV prevalence in places such as CAR (started in 2008), South Sudan (2011) and Niger (2014).

This study was carried out in order to critically appraise the impact of the MSF-CH health care program on a local society in chronic conflict. The overall aim of this study was to understand critical issues in the implementation of the program, and to draw lessons for the future program planning in Marial Lou as well as for similar interventions elsewhere.
