After the 12 January 2010 earthquake in Port-au-Prince, 4 MSF sections (OCG, OCA, OCP and OCB) decided to build container hospitals to respond to the health care needs (including Léogâne). All of these prefabricated structures, though varying in quality, were unique in that they were partially or completely built from modular containers (with different architectural designs). Construction was done by subcontractors, MSF teams trained in construction, or a combination of the two.

- L’évaluation technique demandée par les ROL (Resp Opés Log) de 5 OCs MSF a permis de capitaliser sur une liste de produits pertinents/construction de la conception à la réalisation. Les projets MSF ont tous abouti (ça marche !), mais un Comité de Projet permanent doit garantir le suivi de projets aussi ambitieux. - La réalisation en urgence pour certains (6 à 8 mois) doit être modulée en fonction des exigences de qualité, projet à moyen terme (3 à 5 ans). - L’utilisation de conteneurs est pertinente en post-séisme, mais la durabilité des matériaux reste un facteur à prendre en compte.

This evaluation aimed at gaining perspective on and learning from current partnership practices, informing the debate on MSF’s policy on partnerships and providing guidance for future engagement. Four separate field evaluations in DRC, Kenya, Niger and North Korea as well as a desk review of seven additional partnerships have been conducted. The report provides good practice examples and practical recommendations.

A successful intervention is described in the evaluation report; yet questions raised on the MSF role in Cholera response and how it could go beyond a mainly curative response. In Haiti OCG teams applied innovative approaches for the management of Cholera in pregnant women, for decentralised care in remote rural areas and for the treatment of excreta in treatment facilities. Social mobilisation was the key for rapid intervention and scale up. MSF had an important technical lead role in the nation-wide Cholera response.

This study was carried out in order to critically appraise the impact of the MSF-CH health care program on a local society in chronic conflict. The overall aim of this study was to understand critical issues in the implementation of the program, and to draw lessons for the future program planning in Marial Lou as well as for similar interventions elsewhere.
