Evaluation reports are either openly accessible via pdf download, or accessible via MSF's internal Sharepoint, which is mainly due to the sensitive nature of the operational contexts and resulting content. However, there are ongoing discussions about making all evaluation reports publicly searchable. The objective of this lessons learnt exercise was to assess the advantages and disadvantages of the UNITAID grant governance and management model for project achievements in terms of medical (and related) outcomes, strategic decisions, the potential for collaboration between multiple MSF entities and to leverage the learnings for replication in future projects. The exercise showed that the project directly delivered a new, more effective, simpler and much cheaper treatment to patients across seven countries.

Since 2011, Médecins Sans Frontières (MSF) have been supporting the Government of South Africa’s efforts to “bend the HIV epidemic curves downwards” in reducing morbidity and mortality in an area of the country with some of the highest incidence and prevalence rates of HIV. The Bending the Curves catalytic project, sought to demonstrate the feasibility and acceptability of ambitious strategies for testing, treatment and prevention of HIV and TB in Eshowe and Mbongolwane, in KwaZulu-Natal (KZN), representing semi-urban and rural settings, respectively.

The HIV/AIDS project in Chamanculo Health area has achieved an impressive coverage of the ART treatment through the well-applied decentralization and task-shifting strategies. The evaluation demonstrated that the quality of the care was not compromised through this process. This decentralization model shall be valuable for the MoH to scale-up their ART treatment coverage in other areas of this resource-poor country.
