Evaluation reports are either openly accessible via pdf download, or accessible via MSF's internal Sharepoint, which is mainly due to the sensitive nature of the operational contexts and resulting content. However, there are ongoing discussions about making all evaluation reports publicly searchable. If you are an MSF association member, reports are made available on various associate platforms such as www.insideOCB.com.

This evaluation was commissioned by MSF-OCBA with the aim to analyse the experience of the project in Shangil Tobaya/Sudan in order to learn lessons for other remote programmes in MSF. The Shangil Tobaya project demonstrates that MSF can achieve its operational goals even through remote programming if the modus operandi is adapted. This requires skilled human resources, appropriate supplies and good knowledge of the context and counterparts.

This paper analyses partnership relationships between NGOs and donors. Using a framework adapted from Dahl (1957) to explore issues of power in the relationships of a US-based development NGO, it questions whether the current emphasis on organisational partnership is useful or whether, in practice and in theory, greaterrecognition should be given to the importance of relationships between individuals.
It examines whether asymmetrical relationships can be termed partnerships and highlights the potential for such a discourse to reinforce existing power inequalities.

After the 12 January 2010 earthquake in Port-au-Prince, 4 MSF sections (OCG, OCA, OCP and OCB) decided to build container hospitals to respond to the health care needs (including Léogâne). All of these prefabricated structures, though varying in quality, were unique in that they were partially or completely built from modular containers (with different architectural designs). Construction was done by subcontractors, MSF teams trained in construction, or a combination of the two.

This evaluation aimed at gaining perspective on and learning from current partnership practices, informing the debate on MSF’s policy on partnerships and providing guidance for future engagement. Four separate field evaluations in DRC, Kenya, Niger and North Korea as well as a desk review of seven additional partnerships have been conducted. The report provides good practice examples and practical recommendations.
