Despite a 5 day SIAs by MOH in 2014, a new outbreak began in Katanga/DRC and spread throughout 2015. A comprehensive, integrated “3 headed” response was chosen by MSF-OCG in 3 Health Zones (HZ) of Tanganyika, including preventive and curative activities (for measles, malaria, and malnutrition): although quite ambitious given available HR resources, this was relevant given these “three” on-going emergencies in Tanganyika.

2015 saw the first large scale Meningitis C outbreak in Africa since 1979. A number of challenges and problems had been noted in the way MSF operational sections in Niger, not least in terms of intersectional collaboration. Some lessons from the 2015 response had been captured. When, at the beginning of 2016, all OCs were getting ready again to respond, it was decided to evaluate the 2016 intervention in real-time.

Bikenge project was opened in Jan 2015, and medical activities starting on Mar 2015. Six months later, in October 2015, the decision was made to close the project. This was followed by a feeling of frustration, the impression that invested resources were wasted and that this closure could negatively impact on the population and MSF perception.This evaluation looks at the process of decision making for starting the project with the goal to identify the lessons to be used by operations in order to avoid similar situations in the future.

The aim of this evaluation is to provide a synthesis of the main issues highlighted through organisational learning on international project management experience, identifying key lessons for future projects and processes in MSF as well as prospective restructuring. The analysis is based on a review of 9 MSF evaluations or reviews concerning transversal (across sections and departments) projects, processes or structures in MSF, covering the period 2011 (earliest report found) to 2016 (including reports finalised in Aug 2016).

Following the earthquake in 2010 and the emergency response that ensued, MSF-OCG took the decision to invest in a hospital in the Leogane area that was for several years the biggest hospital managed by MSF-OCG. Given that for the last three years this was the only MSF-OCG project in the country, that the capital is located only two hours from the hospital and that there is a strategic ambition within MSF-OCG to review mission set-ups, OCG and the field teams determined that 2013 was an opportune time to review the Haiti mission.

In 2012, MSF OCB stepped up its end to end Supply chain capability launching an ‘End-2-End Supply Chain Reform’, with the goal to optimize the supply of OCB operations“OCB Supply Unit” was created - integrating all OCB supply chain activities (HQ, MSF Supply and field). The responsibility of this Supply Unit extends from the customer, until the complete satisfaction of its request.. This report is the latter of three evaluations dedicated to looking at the whole reform, focusing at capitalising on the internal customer point of view.

In September 2009, MSF carried out an assessment of two of its former projects in Karuzi (OCB) and Kinyinya (OCA), Burundi. These two projects were handed over to MOH in 2007 with significant investment from MSF in the handover processes. Following reports of the breakdown of healthcare after MSF’s departure and criticism on the way the handover of these two projects was managed, MSF wanted to assess the current situation in the two sites and document which, if any, handover strategies were successful and led to the continuation of MSF activities.

Executive Summary in English, main report in French The 2 objectives for MSF in Lubutu for the 5 years duration of the project are 1) to bring quality health care to the population 2) to capitalise on a model of care for MSF. This study takes place within the capitalisation objective of the project by analysing its expenses and cost. The goal of this study is also to improve the efficiency of the project.

MSF is one of the pioneering organisations to implement HIV & AIDS related interventions including ART in different settings. Understandably, the organisation is thus often solicited to provide information on cost analysis of programs. This is the purpose of this study into 3 different MSF HIV/AIDS programs: Kenya, DRC and Malawi. The present study proposes a detailed description of the cost for the HIV/AIDS program in Thyolo in Malawi for the period of time from 2005 to 2007. The methodology used is inspired by the “Activity based costing” (ABC approach)
