Evaluator for the upcoming evaluation on the Afghanistan mission set-up

CONTEXT

The SEU is looking for an evaluator/evaluation team for the upcoming evaluation on the Afghanistan mission set-up.
Please find the Terms of Reference (ToR) for more detailed information.

Starting date: March or April 2023

Duration: Final report to be submitted by latest October 2023 (to be adjusted according to the starting date)

Period to evaluate: The initial proposed scope in terms of timeframe is 2017-2022; this can be challenged or confirmed by the evaluation team during the inception phase.

Requirements

Interested applicants with the right profile/s should submit

1. A proposal describing how to carry out this evaluation (including budget in a separate file), 
2. a CV, and
3. a written sample from previous work

Other

Obtaining a visa and access to the project may be a challenge for all nationalities. As a result, the evaluator/evaluation team must take into account the question of access to the field for the sake of the data collection phase.
