Evaluation of MSF's Lassa Fever Project in Abakaliki, Nigeria

At the request of the authorities and the Alex Ekwueme Federal University Teaching Hospital of
Abakaliki (AE-FUTHA), a team from Médecins Sans Frontières (MSF) - Operational Centre Brussels
(OCB) supported AE-FUTHA’s response to the outbreak in Ebonyi State. This emergency intervention
led to an interest in having a longer-term project to continue to support the Lassa fever response and
build institutional capacity for this neglected disease. As a result, a four-year project in Abakaliki
started end of 2018 and was later extended until 2025.

In order to improve the relevance, effectiveness and quality of its interventions, MSF, decided to conduct an
evaluation of the Abakaliki project from its onset until the end of 2022.

Evaluation of MSF Academy for Healthcare’s Basic Clinical Nursing Care Training

This evaluation focuses on the basic clinical nursing care (BCNC) training initiative implemented by the Médecins Sans Frontières (MSF) Academy in Kenema, Sierra Leone since 2020 and in Old Fangak (OFG), South Sudan since 2021. The evaluation specifically covers the first implementation of BCNC in these locations to the point of the graduation of the first cohort of nurses in May/June 2022. The specific stated purpose of the evaluation was to assess the value of the BCNC programme in Kenema and OFG. Ultimately key stakeholders wanted to know which results the BCNC has achieved, if they are worth the investment and if potential adaptations could increase the value of the BCNC.

SEU Annual Report 2022

In 2022, the SEU commissioned a meta evaluation of five years of evaluation to explore their value to MSF Operational Centre Brussels (OCB). The result showed us that we do, and we take with us numerous recommendations for how we can make our work generate even more value. Consequently, we have a clearer understanding, and perhaps even an idea of the implementation, of what quality medical humanitarian evaluation is for MSF. In 2022, we adapted elements of our set-up and our approach, to move us closer to this goal.
Through this annual report, of this specific format, we want to share insight into all important elements – the transversal analysis, how we engage colleagues and consultants, and not least, what happens with the findings.

Two papers are linked in the annual report but also downloadable separately; one on the reoccuring themes and the second on the alignment between evaluations vs OCB's strategic orientations.

Evaluation of MSF Operational Centre Brussels' Field Recentralisation Programme

The Field Recentralization Programme’s design, implementation and outcomes was the focus of the evaluation commissioned by OCB’s General Director and Director of Operations based on the work completed in Central and Southern Africa. A consultation group representing the Regional Support Groups in the Southern African Region and Central Afrixa, Middle-Eastern countries, catalyst team and OCB Board accompanied the evaluation.

The evaluation was implemented by an evaluation team led by Amjad Idries and managed by the SEU. Recommendations focused on suggestions that could enhance the programme design and implementation in the next phase, looking at, amongst other areas: Leadership, Governance, and Oversight; Programme implementation guidance and communication; and Implementation Monitoring and Evaluation. Evaluation of the Hepatitis C Strategy in MSF's Project in Karachi, Pakistan

As of 2020, there were an estimated 57 million people chronically infected with Hepatitis C virus (HCV) globally, with around 10% of these living in Pakistan. OCB has run an HCV project in Machar Colony Karachi since 2015. In 2020, the strategy for 2021-2024 was revised to build on the success and capitalize on earlier experience. This evaluation was conducted with the purpose to reflect and take stock of this revised strategic direction and the likelihood of its success within the given context.

Support decentralization - HIV activities - Kinshasa

HIV/AIDS is still a widespread epidemic, where the DRC has an average adult HIV prevalence of 1.2%, with an HIV prevalence of 1.6% in Kinshasa.
MSF OCB works to care for people living with HIV, with activities in Kinshasa since 1993. Since 2002, to address the problem of access to HIV services, MSF launched an HIV project at Kabinda Hospital, a referral hospital southwest of Kinshasa (AIDS project), in collaboration with the Ministry of Health.
In 2022, MSF commissioned a second evaluation of the decentralization component of the project, covering the period 2017 to 2022.

MSF restarts HIV-related activities in Beira after the Cyclone Idai

Mozambique is one of the most severely affected countries by the HIV pandemic. The Médecins Sans Frontières (MSF) – Operational Centre Brussels (OCB) HIV project in Beira started in 2014 as a project for migrants and key populations (KPs). This led to insights into the magnitude of the Advanced HIV Disease (AHD) issue that needed to be addressed. In 2018, MSF introduced an AHD component in the Beira Central Hospital (BCH) and in two health centres (Munhava and to a lesser extent, Ponta Gea). The AHD component covered MSF-run laboratory diagnostics and in-facility case management circuits. During the evaluation period, Cyclone Idai and COVID-19 restrictions were important external factors.

MSF-OCG has been present in Magaria, Niger since 2005. MSF is confronted with yearly peaks of severe acute malnutrition and malaria, which mainly affect children under five-years-old. Despite MSF’s presence mortality rates during these months often rise above MSF standards, while periodically, mortality rates in the community rise above emergency thresholds. Using both qualitative and quantitative data, we found the project to be relevant for MSF, but some changes could be made to ensure greater efficiency and effectiveness. This includes establishing a long-term strategy, the simplification of protocols, exploring innovative ways to treat malnutrition
and malaria, and perhaps using this as an opportunity to revitalise the general interest in malnutrition

Economic Evaluation of MSF OCA’s 5-priority strategy in DRC South Kivu: Baraka project

This economic evaluation is part of a broader evaluation of “OCA’s 5-priority strategy in DRC South Kivu: Baraka project”. The objective of this economic component is to answer to the following question: “To what extent has the 5-target population strategy improved the manageability of the project in terms of overall project cost (enhanced cost efficiency)?” To do so we propose to compare the costs by nature, the costs by destination and the cost-efficiency
(cost per output) of the Baraka project before and after the change of strategy that started to be implemented by 15 December 2016 with 2-3 months adaptation of activities.

MSF OCBA Ebola Response in the Democratic Republic of Congo, Province Equateur, 2018

The objective of this exercise is to reflect on the recent OCBA Ebola intervention in Province Equateur, DRC, in order to understand the actual in-house capacities in this field. This reflection exercise aims further to serve as the trigger for a broader exercise where, once the main findings and
conclusions are shared and acknowledged by key OCBA stakeholders with regard to VHF response, OCBA ambitions on the domain of Ebola response will be discussed again. Finally, the outcome of that broader exercise could be, considering the result of this capitalization as the baseline situation, the design and implementation of an action plan that should contribute to fulfil those ambitions.
