Evaluation of the MSF OCBA Tembo project

 

This Report is an evaluation of the MSF Tembo programme of MSF Operational Centre Barcelona (OCBA). Tembo is a learning and development (L&D) environment aiming to provide L&D opportunities to all MSF staff.

Tembo started in 2017 with funding from the MSF Transformational Investment Capacity (TIC) funds. By the end of 2020 Tembo included over 200 online courses, one community of practice, and learning resources, with all five MSF Operational Centres using the platform. A second phase to expand further Tembo in reaching more MSF staff and offering new features was approved and funded by TIC, to run from end of 2020 to 2023.

The purpose of this evaluation was to draw lessons learned from the implementation of the first phase of Tembo, to inform the development and implementation of the second phase.  For this, the evaluation analysed different aspects of the programme in relation to criteria of relevance, appropriateness, effectiveness, efficiency, and continuity.    

The evaluation was carried out by a team of four evaluation consultants from TRAASS International and Owl RE with the management and coordination support of the MSF Vienna Evaluation Unit.  Methods used included a document review, interviews and discussions with MSF staff and the main external supplier, a survey of end-users and a platform assessment.
