The current evaluation examines PRV's potential in promoting DEI within MSF, using the PRV Framework’s grassroots approach as a benchmark for its potential wider application throughout MSF missions. The evaluation objectives included determining the Framework's capacity to promote DEI, pinpointing essential factors for its successful deployment, documenting the concrete outcomes from its pilot implementations, and generating insights to guide future DEI efforts within MSF.

This evaluation report summarises key learning around MSF-Germany’s (MSF-G) strategic plan (SP) (2021-2024) to improve and inform decisions, support resource allocation and inform strategic priorities for MSF-G’s 2025-2029 SP. This evaluation was commissioned by the MSF-G general director (GD) and head of strategy and planning, and completed by Standard of Proof, in collaboration with the MSF Vienna Evaluation Unit (VEU).

At the request of the authorities and the Alex Ekwueme Federal University Teaching Hospital of
Abakaliki (AE-FUTHA), a team from Médecins Sans Frontières (MSF) - Operational Centre Brussels
(OCB) supported AE-FUTHA’s response to the outbreak in Ebonyi State. This emergency intervention
led to an interest in having a longer-term project to continue to support the Lassa fever response and
build institutional capacity for this neglected disease. As a result, a four-year project in Abakaliki
started end of 2018 and was later extended until 2025.

In order to improve the relevance, effectiveness and quality of its interventions, MSF, decided to conduct an
evaluation of the Abakaliki project from its onset until the end of 2022.
