The evaluation of the Chad Emergency Response Team (CERT) of Médecins Sans Frontières (MSF) Geneva Operations Centre (GOC) was conducted between July and September 2025 by Owl Research and Evaluation (Glenn O'Neil, Lois Austin, Ursula Pregernig, and Luis Villa). Commissioned by MSF OCG Cell 4 and Country Coordination, managed and supported by the Vienna Evaluation Unit (VEU), this evaluation aims to examine the positioning and emergency response strategy of OCG in Chad in relation to the security, medical-humanitarian and regional context; propose an operational model for emergency response adapted to the Chadian context; and to recommend an efficient structuring of resources during and outside of emergency interventions.
The evaluation was based on a documentary analysis and interviews with 40 people, as well as analyses of budget allocation, medical data and metadata relating to alerts, explos and CERT interventions.

L’évaluation de l'Équipe d'intervention d'urgence au Tchad (CERT) du Centre opérationnel de Genève (OCG) de Médecins Sans Frontières (MSF) a été réalisée entre juillet et septembre 2025 par le cabinet Owl Research and Evaluation (Glenn O'Neil, Lois Austin, Ursula Pregernig, et Luis Villa). Mandatée par MSF OCG Cell 4 et Coordination pays, gérée et soutenue par l'unité d'évaluation de Vienne (VEU), cette évaluation vise à examiner le positionnement et la stratégie de réponse aux urgences d’OCG au Tchad en lien avec le contexte sécuritaire, médico-humanitaire et régional ; proposer un modèle opérationnel de réponse aux urgences adapté au contexte tchadien ; et recommander une structuration efficiente des ressources pendant ou en dehors des interventions d’urgence.
L'évaluation a été réalisée à partir d'une analyse documentaire et d'entretiens menés auprès de 40 personnes, ainsi que des analyses de l’allocation budgétaire, de données médicales et de Métadonnées relatives aux alertes, aux explos et aux interventions du CERT.
