Le Pool d’Urgence Congo (PUC) est un service d’urgence administré par le programme pays RDC (OCB / Centre Opérationnel de Bruxelles) couvrant 15 provinces de l’ouest de la République démocratique du Congo (RDC) et se concentrant sur la détection rapide et la réponse aux crises médicales et humanitaires. Avec environ 80 employés permanents et un Pool de Réserve de 300 membres, il a pour objectif de réduire la morbidité et la mortalité au sein des populations touchées par des crises, en s’appuyant sur un large réseau de surveillance et en déployant des équipes d’intervention rapide chargées de vérifier les informations et de mener des actions sur le terrain.

Cette évaluation externe a examiné dans quelle mesure le PUC est adapté aux besoins d’urgence en RDC, en recourant à une approche fondée sur la théorie. Elle visait à offrir une analyse approfondie de la pertinence du PUC, en tenant compte de l’évolution du contexte humanitaire, de son positionnement stratégique et de l’efficacité de son approche opérationnelle.

MSF Pool d'Urgence Congo (PUC) is an emergency response unit administered by the DRC country programme (OCB / Operational Centre Brussels), covering 15 provinces in the western Democratic Republic of the Congo (DRC) and focusing on rapid detection of and response to medical and humanitarian emergencies. With roughly 80 permanent staff and 300 Pool de Réserve staff available on its roster, the PUC aims to reduce morbidity and mortality within populations affected by emergencies by maintaining an extensive surveillance network and deploying rapid response teams to verify information and conduct interventions.

This external evaluation assessed the PUC's suitability to address emergency needs in the DRC through a theory-based approach. It aimed to provide a comprehensive analysis of the PUC’s relevance based on the evolving humanitarian context in the DRC, its strategic positioning and the effectiveness of its operational approach.
